Official Rules & Regulations: Car Raffle

1. Sponsor & Nonprofit Status

This raffle is conducted by Homeward Bound Veterans, a registered 501(c)(3) nonprofit organization. EIN: 88‑4340243. This raffle is conducted in accordance with California Penal Code §320.5 governing charitable raffles. Under California’s charitable raffle law, no free entries are required because at least 90% of all proceeds support the organization’s mission. 

2. ELIGIBILITY:

The Raffle is open to legal residents of the United States who are eighteen (18) years of age or older at the time of entry. Void where prohibited by law.

3. TO ENTER:

Tickets may be purchased online via our designated Stripe payment portal. All entries must be successfully processed before the entry deadline. All ticket sales are final. No refunds or exchanges will be issued.

4. Drawing Date, Time & Method

The winner will be selected via a random drawing on Veterans Day- November 11th. 2026 at The 4th Annual Homeward Bound Veterans Gala.

Need not be present to win.

5. WINNER SELECTION & NOTIFICATION:

The winner will be selected via a random drawing. The winner will be notified by email and/or telephone within forty-eight (48) hours of the drawing. If the winner cannot be contacted, fails to claim the prize within thirty (30) days of notification, or fails to meet the financial compliance requirements outlined in Section 4, the prize will be forfeited, and an alternate winner will be selected.

6. TAXES, FEES, AND FINANCIAL RESPONSIBILITIES:

The prize vehicle is awarded "AS IS" without warranty of any kind. The winner is solely and exclusively responsible for all applicable local, state, and federal income taxes, as well as vehicle title, registration, licensing, insurance, and delivery or transport fees.

7. MANDATORY IRS WITHHOLDING REQUIREMENT:

In accordance with IRS Notice 1340 and federal tax law, a car raffle prize constitutes a non-cash gambling winning. Because the value of the prize exceeds $5,000, the organization is legally mandated to collect a federal income tax withholding of 24% of the fair market value of the vehicle (minus the cost of the winning ticket) directly from the winner. The winner must remit this withholding amount to the organization in cash or certified funds prior to the transfer of ownership, title, or physical possession of the vehicle. Failure to provide these funds within thirty (30) days of notification will result in immediate and total forfeiture of the prize.

8. Odds of Winning

Odds of winning depend on the number of tickets sold.

9. RELEASE AND LIABILITY:

By participating, entrants agree to release and hold harmless the organization, Stripe, and their respective officers, directors, and employees from any liability, injury, death, loss, or damage of any kind resulting from participation in the raffle or the acceptance, possession, use, or misuse of the prize.
